Alla Dudayeva’s Enquiry to Movladi Udugov, ChRI National Information Service Chief

On 21 October Foreign Minister Akhmed Zakayev made a statement concerning the changes in the ChRI constitution. Since the fighting President, Dokka Umarov, obviously cannot comment on that quickly enough, I address this to Movladi Udugov, Chechen Republic of Ichkeria’s National Information Service chief.
The Chechen nation has now found itself in an ambiguous situation. So I ask Movladi to fulfil his direct duties and answer the following very important questions. These questions are of great significance not only for the Chechen nation, but for all the nations of North Caucasus.
1. Who and when took the decision to change the Constitution and the name of Chechen Republic of Ichkeria?
2. Which republics of North Caucasus have expressed a voluntary wish to join the ‘North Caucasus Emirate’?
3. Who were the people who proclaimed President Dokka Umarov ‘the Amir’?
4. Who and when cancelled the present ChRI’s Constitution, its Parliament, and the Chechen nation’s natural right to decide on its future and its children’s future?
5. What was the legal basis of amending the Constitution or adopting a ‘new’ one?
6. Did the decision-makers posses any right for the above-listed acts, and if yes, what were these rights, on what laws were they based or by whom they were authorised?
7. Are the names known of those people who took part in adopting the ‘new’ ChRI Constitution or amending the present one?
8. Is the text of the ‘new’ Constitution available?
9. Why is it that the Chechen nation, as well as the other nations of North Caucasus, was not notified in advance about the establishment of the ‘North Caucasus Emirate’?
I ask to publicise the list of persons who took part in the convention which changed the present Constitution.
If the above information is not officially confirmed by President Dokka Umarov and the ChRI Government, I ask Movladi Udugov, as the National Information Service Chief, to denounce it publicly and officially.
