Statement of Presidential Administration of Chechen Republic of Ichkeria

In the name of God Merciful, Charitable, Following the death of Abdul-Halim Sadulaev, President of CHRO, in accordance with the CHRI Constitution (Article 75), Vice President Dokka Umarov began his work as President of CHRI from 17 June 2006. Dokka Umarov (biographical note):

Dokka Hamadovich Umarov, born 13 April 1964 in Harsenoi village, of Shatoi District, CHRI. A member of Mulkoi clan. Holds a higher education degree as a construction engineer. Married, with six children, the youngest of whom is just 1-month-old. 

Mr. Umarov was an active participant of the both Russian-Chechen wars.

During the First war, Mr. Umarov commanded the "Borz" special force battalion, which was later upgraded to a regiment. By the end of the war, his rank in CHRI Armed Forces was Brigade General. For courage shown in combats against Russian aggressors, Mr. Umarov was decorated with two highest orders of CHRI, – "Kyoman Syi" (Honour of the Nation) and "Kyoman Turpal" (Hero of the Nation), – and also by inscribed arms from President Djokhar Dudayev.

After the war, in 1997, Mr. Umarov was appointed the Chairman of the Security Council of CHRI by President Aslan Maskhadov. Mr. Umarov remained at that position till 2005, when he became Vice President. He was appointed to the position of Vice President by President Sadulaev's Decree #012 of 2 June 2005.

Since 2001, Mr. Umarov is also Commander of the Western Front of the CHRI Armed Forces.

Mr. Umarov was wounded several times in combats against Russian invaders. 

Mr. Umarov's two brothers, Musa and Isa, were killed in combat during Russian-Chechen wars. Many of his family, including his wife and a baby child, were taken hostages by Russian invaders or their collaborators. Mr. Umarov's father Hamad was captured by the invaders and collaborators on the night to 5 May 2005, and his further fate is still unknown.

Mr. Umarov is one of the most experienced politicians and militaries in the country. He enjoys a well-deserved great authority among the fighters of the Resistance and among Chechen citizens.
