It is accepted to keep silent on the war in Chechnya
"Caucasus- center", 27.02.06
The speech of General Secretary of Swedish associations of the Mira Uli Mattsson at the demonstration on 23 February in Stockholm, timed to 62 anniversaries of the Soviet deportation of Chechen people.
However, war did not end yet. Although to the Chechen capital is not brought down the squall of bombs, people daily disappear without the news or undergo violence from the side of punitive detachments. People in the masks attack the citizen.
The manifestations of war in Chechnya are so terrible that it is complicated to normal people to receive these events. Each of us realizes that this occurs before our eyes, but many of us attempt to forget about this.
War already took away lives from 40 to 250 thousand citizens of Chechnya and these indeterminate numbers attest to the fact that the Russian authorities achieve effective control over information both in the country and in the region as a whole.
Today continues the second war, which is named by Moscow as "war against the terrorism". And this is the name, which is today associated with the obvious disturbances of the rights of man.
Although the Russian authorities during entire war achieve continuous control and organize constant provocations against the human rights organizations in the Caucasus and in Russia, they do not stop on the "achievement". Putin regime now strengthens control to such an extent, that this leads to the thought about the recovery to the epoch to a drop in the Berlin Wall.
On 17 January was declared about the new law, which will allow Putin regime to check entire civic community. All organizations must in detail report about their sources of funds, the representatives of Russian authorities have the right to participate in all sessions of those conducting by organizations, Russian authorities have right to the prohibition of the activity of public organizations.
It did not pass a month, as Putin declared about the significant strengthening of authorities of FSB. Thus, now Putin can achieve total control over the civic community. Many humanitarian organizations were already forced to leave the territory of Chechnya.
In spite of these measures, we nevertheless have the capability to obtain real information from Chechnya and to Swedish government it is known about the fact that there occur the serious disturbances of the rights of man.
On 16 January the Minister of Foreign Affairs of Sweden expressed in his speech the preoccupation by the problem of crimes against the rights of man in Chechnya, and he also said that "Sweden must adhere to clear position in the relations with Russia and in that times, when the discussion deals with the criticism".
Certainly, this is correct that the government conducts design dialogue with Russia, but criticism in this dialogue must be expressed precisely in that clear form, about which Leyla Freyvalds mentions here, at home. Unfortunately, it in actuality occurs that the statement of the Minister of Foreign Affairs is faster the rhetoric, than reality.
At the same time, when Freyvalds spoke about the significance of clear criticism in the relations with Russia, in the joint exercises with the Swedish servicemen in Norrbottene participated Russian military contingent suspected of the military crimes in Chechnya.
According to the Russian government, the purpose of studies consisted in the practice of coordination of actions in the war against the terrorism. The dual moral, which appeared the Swedish government in this question, is one additional impact with respect to the peaceful Chechen population and the Russians, who suffered from the war.
So that, in spite of the information about the crimes against the citizen in Chechnya, in spite of the critical position in connection with the continuous war in Chechnya, sounded by Swedish government, around this war as before reigns complete silence. Government keeps silent, silent keeps the media and the human rights organizations, which are forced to become silent.
Today we want to draw your attention to the world day of Chechnya, dedicated to memory about 500 000 Chechens, deported by Stalin in 1944. Today in whole world are conducted the meetings and the actions of silence, and we will also now interrupt our speech, but only today.
Tomorrow we will again address to the Chechen mothers, and continue our work on the propagation of truth about the crimes against the innocent civilians of Chechnya.
