The council of Europe accused European governments of the fact that they silently control the disturbances of the rights of man in Chechnya and undertake nothing. Russian parliament must appoint the investigation committee
Not one newspaper about this wrote: the human rights activist from Chechnya - Said-Emin Ibragimov, living in the emigration in Strasbourg, starved during 40 days and ended hunger strike not long before the beginning of winter session in the parliament of the council of Europe. The status of the health of the former Chechen minister of connection became critical. Tortures, murder, the disappearance of people, the application of bombs against the innocent civilians, the expulsion, the miserable situation of the refugees: when the council of Europe in the sharp expressions revealed conflict in the Caucasus, then motive power was always Bindig, authorized of Strasbourg on questions of Chechnya. Because of the fact that he was in Chechnya many times, he is considered as the outstanding expert of position in the Caucasus.
Irresolute criminal pursuit
Juridical committee, of course, condemns the acts of terror of fighters. However, first of all it calls Russian servicemen to observe the charter of the rights of the man: "the extremely unceremonious behavior of security forces generates still more than desperation, violence and instability" in the region. Russian law-enforcement services very irresolutely took any measures against those, who disrupted the rights of man. Therefore the parliament of the council of Europe turns to 18 Russian deputies in their turn and issues a call to require them in the Duma to create the committee, which will be occupied by the explanation of that, why justice proves to be "unfounded".
Criticism underwent also the council of Europe. Its members, and also committee of ministers from the spring 2004 in effect ceased to fight for the establishment of the rights of man in the Caucasian region, where occur military actions. Thus, the superior body of the council of Europe can attain that the confidence to the union of states will be lost.
