The Decree
"About the reformation of the cabinet of ministers of CHRI"
In the name of Allah, Gracious and merciful!
In connection with the necessity of reinforcement of a military-political component of CHRI armed Forces, strengthening of unity and the maximal mobilization of all structures of the Chechen State, on the basis of clause #73 (items 2, 4, 6) Constitutions of the Chechen Republic Ichkerija and Law of CHRI "about the martial law",
I Enact:
To transfer the activity of all structures of Cabinet of CHRI, except for the Ministry of Foreign Affairs and the Ministry of Culture of CHRI to the territory of CHRI.
1. To abolish the foreign and humanitarian block working outside CHRI.
2. In connection with abolition of foreign policy and humanitarian block, to relieve the Minister of Culture of CHRI Akhmed Zakaev from a post of the vice-president of the Cabinet supervising the foreign and humanitarian block.
3. To reserve the following ministers from their posts:
Minister of the information and Press of CHRI Movladi Udugov
Minister of Public Health of CHRI Umar Khanbiev
The Minister of Education and science of CHRI Abdul-Vakhab Khusainov
Minister of social protection of CHRI Apty Bisultanov
4. To determine, that all first heads of the ministries and departments of Cabinet of CHRI must be in the territory of CHRI. The deputy ministers and deputy heads of departments of CHRI Cabinet have the right to be outside CHRI for the execution of specific objectives and commissions.
5. The control of execution of the present Decree I reserve to myself.
6. The decree comes into effect from the day of its signing.

"About the National Service of the Information at GKO-Madjlisul Shura of CHRI"
In the name of Allah Mercy and Gracious!
Being guided by the clause #76 of the Constitution of Chechen Republic Ichkerija,
I Enact:
1. To form the National Service of Information at GKO-Madjlisul Shura of CHRI.
2. To appoint Movladi Udugov as the Director of National Service of Information at GKO-Madjlisul Shura of CHRI.
3. To prepare Regulations about the activity of National Service of Information at GKO-Madjlisul Shura of CHRI for the director of National Service of the Information at GKO- Madjlisul Shura of CHRI within the 2- weekly period.
4. The control of execution of the present Decree I reserve to myself

"About the Representatives of the Chechen Republic Ichkerija in foreign countries"
In the name of Allah Mercy and Gracious!
Being guided by the clause #73 of the Constitution of Chechen Republic Ichkerija,
I Enact:
1. To introduce changes in temporary regulations about the diplomatic mission of the Chechen republic Ichkeria in the foreign state, affirmed by the President of CHRI.
2. The Representatives of the Chechen Republic Ichkerija in foreign countries will be appointed and be released by the decree of the President of CHRI according to the presentation of Ministry of Foreign Affairs of CHRI.
3. The control of execution of the present Decree I reserve to myself.
4. The decree comes into effect from the date of its signing.

The comment of the Press-service of CHRI President:
Together with his new Decrees, President of CHRI Abdul-Khalim Sadulaev gave an audiocassette to the Press-Sevice, which contains the explanation of reasons, according to which the decision about the reformaton of Cabinet of CHRI is made. The President recalls that already long ago at the conferences of GKO - Madjlisul Shura of CHRI there was raised a question about the expediency to transfer the leaders of all ministries, departments and civil services to the territory of CHRI so that propagation of our enemies would not speak about the "government in exile", calling in question in our determination to gain, through the help of Supreme Allah, a victory over the aggressors.
The definite influence on this decision, according to president of A-KH. Sadulaev, rendered the public dispute between some ministers of the Chechen Government about the fundamental questions of CHRI political system. President in the rigid expressions focuses the attention of the officials of Chechen state to the fact that they cannot convert the questions of sovereignty and legitimacy of CHRI authority into the object of discussions. We have already led these "discussions" for one and a half decades, including with the weapon in hands, with our deadly enemy, and these questions are solved and determined for us. It has been made the serious remark to the head of Administration of President of CHIR Ibragim Mejidov in connection with the fact that he did not stop these disagreements between the official officials immediately, having called them to observance of the state discipline.
At the same time, the President in his message to the Press-service once again notifies of all citizens of CHRI, that any changes and rearrangements in the state structures of CHRI were carried out and will be carried out only in accordance with the situation, arising in the territory of CHRI, and they reflect in themselves military-political expediency.
