A.Zakaev: "I am the democrat only in borders of the Islam and traditions of my nation"
CHECHENPRESS, the Department of the official information, 17.01.06
Time and conditions, as it is known, change some people. However it is necessary to mark the pleasant fact, that some our outstanding colleagues have not been changed at all: being covered as a board, religious demagogy, each critical remark to the address of their writing they still present as attempt at sanctity and authority of the Islam. We already passed through it both earlier, and, to tell the truth, this blackmail has already ceased to frighten us for a long time. If to translatie all reflections unagreeable with authors in the category of opponents of the Islam among Chechens, probably, there will be no supporter.
I would like to assure reflecting authors that neither the Chechen ministers, nor deputies of the Chechen Parliament at all does not frighten a sacred word Sharyat. Also I would like to remind these authors that exactly the deputies of the Chechen Parliament whom they abuse with "democrats", have made alterations in the Chechen Constitution in terms of addition about Sharyat courts and that the Islam is the state religion. However the fact is as well, that it is necessary to make a word the Sharyat at the presence of any Chechen as to him it is recollected "Sharyat" in treatment of authors of reflections, and it for some reason causes bitter memoirs on that time when from submission of FSB criminal groupings and their "ideologists" under religious covering have developed antistate, antinational activity in the country, by the way, rather profitable for "ideologists".
We have already gone through the period of becoming of two "islamic flow": so-called "traditional islam" in interpretation of Kadirovs, and so-called "pure islam" in treatment of authors of reflections. In the first case we dealed with natioanl-traitors, with the name of Allah on lips terrorizing those Chechens - moslems that disagree with a policy of the Kremlin; in the second case we dealed with capture of hostages and group prays above cellars where the mutilated people seized with the unique purpose - for reception of the repayment are sitting. However, this "business" most advantageously and scalely carried out the first, naming themselves "traditionalist". The choice before which ideologists of these of two "flow" put the Chechen moslems was those, convincing them, that they profess "anomalous religion".
With the beginning of war ideologists "traditional islam" appeared in the ranks of invaders, and ideologists of "pure islam" together with families have got over in warm territories. Thousand private soldiers Chechen mojahds who both the first, and the second tried to collide in fratricidal war, naming contemptiously one "zikrists" and others -
"vakhkhabists", were united in sacred war against invaders and their henchmen, protecting freedom, Fatherland and the right on religion. The islam it also is the Islam, and it does not have other names which are thought out in vain. Repeated attempts to bring in split in numbers battling for sacred business of mojaheds, and also attempts to separate them from people, are doomed for a failure, insha Allah!
What and as though we today neither wrote and nor spoke, memory of people will not deceive. All survived Chechens perfectly remember, how authors of reflections together with the Kremlin have provoked successful special action in Dagestan, having given Russian an occasion for the next intrusion into the Chechen Republic. When the Russian hordes have approached to borders of CHRI, the same ideologists have pleased the Chechen inhabitants and mojaheds with a message that "Allah has opened gates of paradise before Chechen nation". But for some reason have not wanted to remain in it "paradise", and, having taken away the families and earned for years "islamic order" it is kind, appeared at the other end of the world, in a cool shadow of date palm trees.
"The Paradise" bombardments, shootings, filtrational camps, tortures and massacre has got to those whom these ideologists and today with a shade of contempt name "jakhil".
And the burden of unequal, hardest war also has got to another. Also I think, certainly not to these ideologists to tell to me, for as perished Chechen mojaheds on this war which authors of reflections saw only on video and on satellite channels of the Russian TV. Can testify, that Chechen mojaheds, my fighting colleagues, with the name of Supreme Allah on lips perished for Chechen Freedom, for the Chechen Fatherland, for the independent Chechen State.
For Chechens, as well as for any people, the Independent State - is Free Fatherland. And the Free Fatherland is necessary for Chechens not because they as reflecting authors write, "worship by fetish" and to transfer posterity prosperous country in which people live on the Divine commands, by principles of validity and nobleness. The free Fatherland is necessary for Chechens that yesterday's Komsomolers, having picked up citations and religious terms from Krachkovsk and Porokhovoi, did not mislead their children; it is necessary for them not to allow in the Chechen Republic of recurrence of all that criminal chaos for which even today stand up virtual "jihadists".
And as though authors of reflections tried, at them will fail to oppose the Islam all most sacred and dear concepts for each normal person, such as Family, People, Fatherland, Honour. Will fail, because these concepts are consecrated by the Islam because they result from the Islam. The family in the Islam - one of the most sacred concepts, for cancellation genetically relative propolis the Supreme promises people painful punishment. People grows from family, there is its continuation. Each people has territory of dwelling, the ground, Fatherland. Honour demands of men in days of war to protect with the weapon in hands the family, people, Fatherland. It only at proletariat if to trust Marks, there is no neither fatherland, nor nationality. But at Chechens they are and, insha Allah, will be!
Not I the first state an idea that some ours "ideologists" is strengthened impose to Chechens instead of "red" bolshevism communists the "green" bolshevism in which the idea of "worldwide revolution" is replaced with idea of "worldwide jihad". Besides that communists were militant atheists, and our homebrew commissioners, on the contrary, belligerently use religious demagogy, at the first and the second much coincides very much, including idea to found certain hyper-elite "Politburo" which in the circle will select "green gensek". But if to communists has sufficed sober-thinking to declare "base the worldwide revolution" such populous and rich resources the country as Russia we "commissars" for expansion of the global projects see jumping-off place in the tiny Chechen Republic.
At Chechens speak: "That who has risen against the peace, it is broken by peace". Clearly, that having the national state and nationally elected authority, Chechens never will agree to become "battle vanguard", "ferrule spear" in hands of "green commissars" to battle to the whole planet. For this reason we also are offered - to be under fear accused in "heresy" - to refuse the national state and democratically elected authority. I do not know, reflecting authors will find what reasons this time to convict me in "anti-Sharyat", but I against their adventures and any totalitarianism - be it "red", "green" or in a speck. And, as well as the majority of Chechens, it is convinced that authors "green world project" are completely not virtual "mojaheds", and ideologically receptive to those who in due time has developed "red world preject".
I with understanding treat to that some authors of reflections have subjective and objective reasons to hate Chechen people and everything that is connected to culture, traditions and customs of Chechen people. Also would like to remind them, that Chechen people even in heaviest times, being under communistic terror, tried to live on the Sheriyat, on commands of the Koran and Sunna. And, as far as it was possible, observed noble customs of the ancestors. And, I think, reflecting authors, despite of all demagogy, understand, that if Stalin with the super-power repressive apparatus could not force Chechens to refuse Sheriyat, nobody can do it.
Here it is relevant to remind our reflecting authors, that Chechens are killed not because that they are moslems, but because that we want to live in the independent state. Don't we how Putin today gave to Kadirov-younger the full expance: at least Sharyat declares, at least fates - festivals arrange, if only he with his gangs heated in blood the aspiration of Chechens to independence of Russia. And it not a new policy. By the end of the Caucasian war in XIX century Russia gave to Chechens the right to keep courts of Sharyat if only they have recognized themselves as citizens of empire. As bolsheviks arrived: allowed to keep to Chechens not only Sharyat courts, but even to create national "Sharyat half-bales if only they have recognized themselves "citizens of Soviet Russia".
Differently, may be hypocritically, may be even with the subsequent cancellation, but in the critical periods of Russian history always gave Chechens an opportunity to live on the Sharyat if only they did not apply for the independent state. The principle "Shayat instead of independent state" turns out. Strange, but at authors of reflections we see the same principle of the opposition which only have been lead up excessively, that is before full denying all symptoms of the independent state that communists did not dare to even make.
Does not the long-term, monstrously unequal, "hopeless" from the point of view of those who thinks in quantitative parameters, the war conducted by Chechen people, nothing proves to authors of reflections? Do not they see, that chechens do not need to be taught by them to how to live, battle and die for sacred principles of the Islam? Here, as it was said above, is another thing: reflecting authors do not even hide, that, by calling to refuse international law and the Chechen Constitution, they actually call to refuse the Chechen statehood. Interestingly they do: for some reason to all countries, even those which that on Sharyat, are allowed to sit in the United Nations and to observe principles of international law, and only to Chechens among all Muslim peoples are not allowed under fear of "excommunication from religion".
As well as any person, being in his right mind, I did not affirm ever and I do not affirm that the international law or principles of democracy make the world perfect and fair. If only in the world there had not been injustice if it had been easy to improve it, the struggle of moslems against obvious evil and obvious injustice would not have had so high status of sanctity before our Creator. Our world - is the injust world, the world in which reign evil and hypocrisy. Expelling our primogenitors from Paradise, Supreme Allah together with them has expelled on the ground also Ibis contemptible, a satan. Also has ordered humankind and satan to be enemies each other till the end of time. For believers until the Judgment Day is intended to pass various tests that is to face with lie, injustice, torments and temptations. And only sustained this "exam" person receives eternal pleasure of Paradise.
These common truths of the Islam are known, certainly, by all moslems, including authors of reflections. And I write it not to "teach" them. But I can not understand the following in any way: why, putting an equal-sign between international law and satanism, and proclaiming, that, having created the state with observance of principles of this right, Chechens "for ever will ruin their souls", authors of reflections do not avoid to observe norm and principles of international law when it concerns directly them? For example, at crossing border of any state when at them, according to norms of international law, demand the passport and the visa in this passport. Authors of reflections travel much and have seen many countries, and their each step on these travels is arranged with necessity to observe those laws, which they present Chechens as "Satanic".
Why they do not rise against this "Satanism"? Why with just anger do not throw to face to "munafiks"-customs officers the passports where citizens of any national state (this is also ”satanism” write them down!? Why do they snatch out not Damascus dagger, but a ball pen when they are asked to fill in the registration questionnaire in a local police being collective "catenary hound", serving "universal kufr"?
The passport, the visa, registration in police, a registration in hotel and weight of other formalities - this observance of norms of international law at a personal level, and here our reflecting authors show itself quite peace and legislative citizens. But they for some reason fly into a rage and endlessly repeat: "satanism", "satanism" when intention to observe this right declares Chechen people in the Constitution, or the Chechen ministers and deputies in the speeches and articles. After all the passport with the visa in a pocket wandering "mojahed", certifying his national citizenship, anything essentially does not differ from the document, in which United Nations recognizes this or that national state as the subject of international law.
Struggle against various forms and displays of satanism - is jihad, and, struggle against the personal sins is recognized in the Islam, as it is known, as Big Jihad. Why to reflecting authors to not start with itself Big Jihad against "satanic" international law, showing Chechen people examples of valour and courage? Or they prefer to act as mullah from a popular Chechen parable? - When it was found out, that mullah it is not innocent, and parishioners have paid his attention to discrepancy of his acts to his sermons, he angrily declared them: "follow that I say, instead of that I do". But in the Islam of a word should correspond to acts, therefore I and call reflecting authors to show Chechen people an example of self-denying struggle with "satanism".
Authors of reflections importunately repeat the statement that the Chechen ministers and deputies of Parliament, ostensibly, are "rivals to Sharyat". This heavy accusation, first of all for the most accusing, as slander on a moslem - the hardest sin in the Islam. Therefore I shall refrain from a question: "the judge is who?". Authors of reflections, probably, again will accuse me that I "cover myself with the names", but nevertheless I will remind them, that ministers of Government of CHRI including those who is abroad, in the work strictly follow instructions of the Chairman of Cabinet of CHRI, president Abdul-Halim Sadulaev.
I would like to make these authors to pay their attention to fact that, the United Nations, OSCE, ÑÅ, PACE and the other international organizations are founded not by the Chechen ministers - they exist in themselves, and we should recognize the fact of their existence. ”chechen democrats” also did not write international law. It is surprising, how sharp reaction authors of reflections was caused with my simple sentence: to show, what clause of international law contradicts the principles of validity incorporated in Islamic religion, that we as moslems, could refuse this clause or from all international law.
Instead of it we have learned from reflecting authors little bit withered news about two homosexuals, whose wedding was blessed by British premier Tony Blair. But in which connection here is the Chechen Constitution and international law? And why to authors of reflections to not result other example closer to a discussed theme: as democratic Canada has made what as fire many systems are afraid of "moslim" countries: has given Muslim inhabitants of the country the right to address in Sharyat courts for the decision of disputes and lawsuits. I and earlier called opponents in reasonings on democracy and international law to separate principles from their distortions and to narrow a subject of discussion up to ways of an establishment of authority in a society and the state.
If I have truly understood, my opponents, referring on the same example of just caliphs, as I, offer to select the Supreme authority in the country by means of a narrow circle of electors. And people is simple to confront with a fait accompli before and to congratulate that at he now is mir, imam or the padishah. Even if authors of reflections also are right concerning just caliphs we, unfortunately, live in other times and in other conditions, and the Sharyat, as it is known, not only allows to take into account them, but also orders to use the best efforts for an establishment of the public blessing, overcoming distemper and contentions between moslems. But here the theme of free democratic elections emerges hated to authors of reflections, the Sharyat leaves the form and which ways of realization at the discretion of the society, - in view of the traditions which have usually in the given society.
Probably, any vainakh, irrespective of a degree of erudition, knows or remembers, that in use at us frequently use expression "vai Iedal" ("our power"). At the same time we remember, that were "imam Shemal-Iedal" ("the power of imam shamil"), "pachchakh-Iedal" ("royal power"), "sovet-Iedal" ("soviet power"), "Zavgaev-Iedal", and now and Kadirov-Iedal". The matter is that vainakhs from time immemorial distinguish the from imposed which, eventually, always died off. Survivability "vai Iedal", "our power", that it from people, instead of above people. No, that for independent and free Chechnya authority elected by its people is acceptable only. For Chechens the authority is not indifferent, the principle is unacceptable for us "God to God, Caesar to Caesar". Not casually, that in our language word "Iedal" name both authority, and custom. In the Chechen society was not and there may not be misters and slaves. Supreme has created people equal in rights, and we hold sacred it.
With surprise has found out in trial works the hints that as if "the west protégé on a post of president is already prepared". I will tell directly: this fine and unworthy intriguing. As they say, we already passed it, when some of reflecting authors slandered on Aslan Maskhadov (Shakhid, insha Allah!), naming him "protégé of Moscow". However Aslan with his life and death has proved, that he was the real Chechen and sincere moslem. Dmitry Orlov still can forgive similar hints because, not being the Chechen, he does not know mentality of our people. But you see authors of reflections are Chechens, and they should perfectly know that to usurp authority in the Chechen society it is impossible: neither western, nor east, to northern protégées.
Someone's protege may be kept in Chechnya only on bayonets of invaders, and sitting on these bayonets, the protege is always perceived by people as the contemptible traitor, every minute risking to receive that any traitor deserves. And in any way you will not envy such "presidency". As to the Chechen leaders elected people at life they have high authority, and after death remain in memory of people heroes. Such have remained and forever will stay in memory of Chechen people Jokhar Dudaev, Zelimkhan Iandarbaev and Aslan Maskhadov, becoming Shakhids for a way of Supreme Allah!
By the way, authors of reflections distort a little bit the facts when assert, that president Aslan Maskhadov simply "appointed after himself the successor". I shall remind, that under initiative of Aslan Maskhadov, with it is conducted also consent GKO - MSH CHRI, the supreme body of authority a wartime in territory of the country, Abdul-Khalim Sadulaev the post of vice-president of the Chechen State has held. And after destruction of Aslan Maskhadov, in full conformity with Constitution of CHRI, has begun performance of the duties of the President of the country. The continuity of authority in CHRI is not "private" business; it is strictly regulated and fully complies with our Constitution and does not contradict the Islam.
As a matter of fact, reflections of virtual "mojaheds", except for citations from the Koran and Sunna, is old bolshevik demagogy slightly sweetened with Islamic rhetoric. I, as against authors of reflections, do not apply for a role of the leader of Islamic clergy and the seminary student, and I am the ordinary moslem trying in a measure of the forces to follow to canons of the Islam and the Sharyat. But want to inform authors of reflections a regrettable message for them: they for me, as well as for overwhelming majority of the Chechen moslems, are not religious authorities. Following the known statement, "good tree should bring good fruit". What "fruit" were brought to Chechen people with activity of these "ideologists" here too much to remind.
I believe that except for habitual for the former Soviet propagation of accusations of "rotten West" and damnations to address of democracy, authors of reflections have not resulted any powerful reasons against the historic facts listed by me. Would like to inform the opponents, that I am the democrat only in those borders, which are outlined by the Islam and traditions of my people. In end I shall add, that I any more am not going to enter public discussions with authors of antistate reflections as it was found out, that one of these authors is anybody other, as member of the cabinet of CHRI.
In this connection, as the vice-president of Cabinet of CHRI, I officially declare, that in discussed article Udugov have expressed the private opinion, and authority of CHRI on all questions touching fundamental bases of the Chechen State, adhere the uniform, coordinated position which are basing the Chechen Constitution and taking into account norms and principles of international law. If there are those who was not determined yet in these questions really already it is time to them to be determined, but as to Chechen people and the authority elected him here all for a long time and is finally determined: Chechen people will not refuse the statehood for which protection the highest price is paid.
Each Chechen is sure, that not only members of the Chechen Government, but also, especially every mojahed I realize, that a priority the mission for us today is the liberation of our country from the Russian invaders. And for successful realization of this mission self-denyingly it is necessary for all of us to work - to everyone on the place - observing the state discipline and sweeping aside all conjectures about "unfoundedness" of our State.
Dala attu boila vai niisachu Novkah!
Akhmed Zakaev, the vice-president of Cabinet of CHRI.
